Padada Zero

Davao del Sur  situation update on COVID 19 dated July 13, 2020 posted 29 individuals with confirmed cases of the virus.

Looking at the data above, Digos with a population density of 590/km² undeniably have a high rate of transmission compared to other municipalities. Surprinsingly, Padada which is the 4th densely populated town in the province at 320/km² posted zero confirmed cases compared to the less dense municipalities of Kiblawan (130/km²), Magsaysay (200/km²), 

Malalag (210/km²) or Sulop (220/km²). See table below.

Densely populated areas has an increased rate of transmission because of the marked likelihood of  the increased rate of contact between individuals. How did Padada managed to contain the virus? The question impregnates conspiracy theories and speculations or perhaps the LGU merely adhere to the IATF protocols in the strictest sense of the word. 

Is it right to say that LGU-Padada is more effective and better equipped in containing the spread of the virus?
